Can you mount a Fifth wheel to the bed without going thru the frame?

I just purchased a fifth wheel hitch and it bolts to the wheel well and to the bed but does not line up with the frame. Is this normal for a old fifth wheel hitch? has any one used one that was not attached to the frame? The bed has been reinforced for a camper and has large plates added to anchor it.
