How come when the people in Charlotte, NC cut back on their water usage they were slapped with a 15% tax .....

rate, twice the regular increase? I mean, they were CONSERVING and they had a higher rate than normal. The Charlotte city council mandated that people not water their lawns. They complied and now they get hit with this? Is this what the rest of Liberaldom has for the rest of us? They won't have as much revenue so they raise taxes on the very people that are cutting back on their consumption?
